New Online Health Disparities Toolkit Addresses Data Collection

The Health Research and Educational Trust (HRET) on Tuesday released an updated toolkit to guide health professionals as they collect data on patients' race, ethnicity and primary language, AHA News Now reports. Intended for hospitals, health systems, clinics and health plans, the Web-based toolkit also includes recommendations for collecting data from patients with limited English proficiency and individuals who are deaf or hard of hearing. In addition, HRET encourages providers to use the tool to educate staff about the importance of such data collection and to improve care quality for all patient populations. Finally, the new toolkit helps providers learn how to implement a system for collecting the sensitive information efficiently, effectively and respectfully. The toolkit is available for free on the HRET Web site (AHA News Now, 9/25/07; HRET toolkit, 9/25/07).

Brief Re-Examines Issues Related to Crowd-Out in Public Health Insurance Programs

"Revisiting Crowd-Out," Robert Wood Johnson Foundation: The brief updates a previous report by the Foundation on crowd-out, the phenomenon of public coverage substituting for private insurance, and reviews recent findings on the size of crowd-out, the effectiveness of measures to discourage crowd-out and trade-offs policymakers face in trying to prevent the practice. The brief finds that incentives for low-wage workers to purchase affordable health coverage might be a more effective way to prevent crowd-out than anti-crowd-out measures, which have been found to discourage the uninsured as well as those with private insurance from enrolling in public health programs (Robert Wood Johnson Foundation release, 9/26).

SOUTHERN CALIFORNIA CHAPTER NEWS

Latino Health: California's Challenge - by Dr. Robert A. Beltran, MD, MBA, Vice President, Southern California Chapter, AHHE

Although many improvements in the health of Americans have taken place in recent years, substantial differences still exist between racial and ethnic groups with regard to health status, health insurance and access to care. Such compelling evidence of this exists that in 1998 President Clinton put forth an initiative, “Eliminating Racial and Ethnic Disparities in Health.” The goal of this initiative is to eliminate disparities in infant mortality, cancer screening and management, cardiovascular disease, diabetes, HIV infections/AIDS and immunizations by the year 2010.
